Hamilton County Launches New Veterans Treatment Court

Hamilton County has initiated a Veterans Treatment Court aimed at assisting military veterans facing challenges in the criminal justice system. This new court is designed as a recovery-based alternative to incarceration for veterans convicted of nonviolent crimes.

The program commenced this year and currently has eight to nine veterans waiting to join. In its early stages, two men have appeared before the court on felony charges, while two additional individuals are participating in a misdemeanor program supervised by Judge Gary Starnes.

The Veterans Treatment Court is part of a broader effort to support the approximately 25,000 to 27,000 veterans residing in Hamilton County. Eligibility for the program is available to those who have served in any branch of the military, including the Army, Navy, Marines, Air Force, or Coast Guard, provided they possess an honorable discharge and have no violent or child-related offenses on their record.

Program Details and Supports

The treatment court aims to accommodate about 25 active participants, offering them access to various forms of support and mentorship. Each veteran enrolled in the program will receive a mentor who shares similar experiences, providing invaluable guidance throughout their recovery journey.

As veterans progress in the program, they may also qualify for financial assistance for transportation and receive gift cards to help with daily needs. Graduates of the program will be honored with a challenge coin, symbolizing their achievements in overcoming personal challenges.

Funding and Community Involvement

Support for the Veterans Treatment Court is derived from multiple sources, including the U.S. Department of Veterans Affairs and contributions from local community members. The program’s sustainability relies on public donations that aid in purchasing challenge coins, gift cards, and professional services tailored for veterans.

Currently, Lauren Messer serves as the only paid employee of the Veterans Treatment Court, earning an annual salary of $55,000. Community involvement is crucial not only for funding but also for promoting a supportive environment for veterans navigating the criminal justice system.

The program aligns with the county’s ongoing efforts to expand services for local veterans, which includes enhancements to the Veterans Services Office aimed at providing further assistance to veteran populations. In this spirit of collaboration, the American Legion Post 14 has already donated flags representing military branches to enhance the court’s atmosphere and honor those who served.

Addressing Underlying Issues

Many veterans facing legal troubles also confront significant issues such as homelessness, PTSD (Post-Traumatic Stress Disorder), mental health struggles, or addiction. The Veterans Treatment Court seeks to address these challenges holistically, creating a supportive path toward rehabilitation and reintegration into society.

With an objective to provide a rehabilitation-focused environment and lessen recidivism among veterans, Hamilton County’s Veterans Treatment Court represents a promising strategy for helping those who have served their country find a way to better their lives.
