Chattanooga – The Chattanooga-Hamilton County Regional Planning Commission voted 11-2 on Monday to recommend “Plan Hamilton,” a comprehensive development plan aimed at guiding the growth of unincorporated Hamilton County. The recommendation will now be sent to the Hamilton County Commission for further review and action.

This initiative marks a significant step towards shaping the county’s development policies, focusing on expanding and redeveloping commercial centers and housing options. The plan is expected to address critical infrastructure needs, enhance community amenities, and bolster economic development in the area.

Despite the overall support for ‘Plan Hamilton,’ local residents have expressed concerns about the initiative’s direction. Some have criticized the plan for being vague and lacking specific details. Residents fear that it prioritizes growth at the expense of safety, prompting community advocates to organize for further discussions on the plan.

The Hamilton County Citizens for Responsible Development (HCC4RD) is urging residents to attend the upcoming planning meeting on May 12, 2025, at the Hamilton County Courthouse. This meeting will address the Northeast County Area 9 Compromise Plan and aspects of ‘Plan Hamilton.’ Community members are encouraged to support the compromise and sign an online petition advocating for responsible development to prevent overdevelopment in rural areas.

As Hamilton County moves forward with ‘Plan Hamilton,’ it is essential for residents to engage in discussions about its implications. The next scheduled planning meeting, aimed at gathering public input, will take place on Thursday, January 9th.

In a related development, Hamilton County officials recently approved a $184.5 million renovation plan for Paycor Stadium, home of the Cincinnati Bengals. The approval of this project includes a memorandum of understanding (MOU) with the team, outlining an ambitious $830 million plan for stadium upgrades to be completed by 2029.

The MOU indicates that the first phase of renovations, costing $64.5 million, will begin soon and will focus on essential infrastructure improvements. Enhancements include the installation of new elevators, escalators, and stairways, as well as upgrading electrical systems and refurbishing suites. Another $120 million will be invested by the Bengals and the NFL for further renovations of club lounges, stadium suites, and concession areas.

The current lease for the Bengals will expire in June 2026 unless a new agreement is reached. County officials have emphasized that the NFL’s deadline of April 30 was critical in pressing the need for quick approval of the MOU to secure funding and ensure ongoing lease discussions remain active.

Hamilton County Administrator Jeff Aluotto stated that the need for prompt action on both the stadium renovations and ‘Plan Hamilton’ is vital for the county’s future planning and funding efforts. Commission President Denise Driehaus highlighted the necessity of strong community involvement as the plans progress, underscoring the importance of aligning growth with public interests and safety considerations.

As Hamilton County navigates its developmental future through both ‘Plan Hamilton’ and the Paycor Stadium renovations, ongoing community engagement and scrutiny will play crucial roles in shaping the outcomes that affect residents and the local economy.
