Despite a growing workforce in the area, the gap between wages and essential living expenses—including housing, child care, food, and transportation—has not improved. The report highlights that financial hardship is significantly affecting families throughout the Greater Chattanooga region, emphasizing the plight of those who earn above the Federal Poverty Level but still struggle to afford fundamental necessities. These households are categorized under the term ALICE, which stands for Asset Limited, Income Constrained, Employed.

While the federal definition of poverty typically accounts for only those at or below the poverty level, it fails to consider the larger segment of households that are classified as ALICE. In Tennessee, 14% of households are officially in poverty; however, when including ALICE households, this number surges to 44%. Neighboring Georgia reports even higher figures, with 45% of households living below the ALICE threshold.

Common occupations in both Tennessee and Georgia frequently do not provide adequate compensation to support basic living requirements. Alarmingly, 32% of workers in Tennessee’s twenty most common job categories are in households that cannot meet essential needs. In Hamilton County, specifically, the number of households with children below the ALICE threshold has reached 10,961 in 2023, which marks a substantial increase of 15% from the previous year. Although the proportion of ALICE families has remained stable, the rise in poverty indicates that an increasing number of families are experiencing severe economic distress.

Community leaders stress the need for collaborative efforts among businesses, non-profit organizations, and local governments to effectively address these escalating challenges. The United Way of Greater Chattanooga has urged for enhanced community initiatives aimed at supporting working families. More than 60% of Hamilton County households are grappling with the rising costs of living, which forces a single adult to earn approximately $17 per hour and requires a family of four to make at least $41 per hour to cover basic expenses.

The issues surrounding economic struggles extend beyond Hamilton County, affecting families in the nearby Catoosa, Dade, and Walker Counties as well. The increase in living costs and the changing poverty landscape emphasize the urgent need for improved monitoring and community mobilization efforts to support ALICE families going forward.

As the community navigates these persistent challenges, the emphasis remains on the critical need to develop practical solutions that can enhance financial stability and access to necessary resources for all families in the region.
