Charter Review Committee’s Recommendations

Following extensive discussions, the Charter Review Committee has submitted key recommendations aimed at improving governance in Pittsfield. Established in May 2023, the committee conducted its first meeting in August 2023, facilitated by City Solicitor Stephen Pagnotta. Significant topics included charter objections, term limits, and financial procedures.

One of the main recommendations suggests amendments to Article 2 Section 9C, which would require three supporters for any charter objection. The committee emphasized the need to prevent disruptions in the budgetary process from charter objections. A previous tactic involving charter objections during budget hearings in 2022 caused notable delays in the city’s fiscal budget approval process.

To further enhance governance, the report recommends that newly elected officials undergo educational training, aimed at minimizing the learning curve associated with their new roles. Additionally, all City Council votes should occur only after the question form has received approval from the City Solicitor. This measure is intended to eliminate confusion related to the permanence of language in council votes.

In addition to the council meeting, community engagement continues to thrive in Pittsfield. A local panel is exploring the possibility of establishing a historic district, aiming to preserve the rich heritage of the area.

Moreover, the upcoming town meeting in neighboring Hinsdale is scheduled for 7 p.m. Wednesday at Kittredge Elementary School, followed by an election on Saturday, May 17.
