History

St. Elmo was developed in the 1880s as a planned streetcar suburb, taking its name from the popular Augusta Jane Evans novel. The Incline Railway, opened in 1895, provided direct access to the tourist and residential development on Lookout Mountain above. The neighborhood was annexed by Chattanooga in 1929.
